In Complyance [[Compliance]] with existing Orders, I have the honor to report as follows. 

The number of Freedmen in this Sub. District is believed to be about fifteen thousand. 15000-

Their condition is fair as a rule. There are exception however. Some by misfortune some by the dishonesty of their employers have failed to recover proper remuneration for the labor, & others again by indigence & Idleness have failed to earn a subsistence & are therefore more or less destitute. 

This I think has occurred most frequently where they have been working for a share of the crop
