the maratile obligations are entirely disregarded.  I regret that I am not able to report an improvement in this respect.

I think the disposition of the White people towards the Blacks is generally good. Sometimes not.

I am happy to be able to report that the Crops good. Corn Superior. Cotton an average.

I hear no unusual Complaint that Freedmen do not work. On the Contrary I have heard many assurances from employers that they are working well

The State laws which affect the Col'd people do not seem to me to be administered with that generous promptness towards them which the circumstances would seem to lead one to expect.
