Complaints And Outrages

Many complaints are made to me by Freedmen of injustice done them by their employers. In many instances there is good foundation for them and in all such cases I have applied the proper remedy. On the other hand complaints are quite as numerous from the employers to the effect that the Freedmen will not render faithful service according to Contract. During the present month no outrages have been reported to me.
