being taken up among themselves. I would state in this connection that I have advised the leading freedmen of this County to establish a County house upon the plan of making it self supporting- & I believe that they do so very soon.

V  Number of rations issued to indigent people of the County of Noxubee during the months of July and August was twenty two whites & sixteen blacks. I have not received report from Winston Co for months of July & August 1867. Consequently cannot state the condition.

VI  There and in this Sub Dist three schools for freedmen, that report to this Office, the one at Macon is in a very [[?]] condition under the management of a gentlemen from the North, the other two are under the charge of southern men, they make reports to this Office. In average attendence of the first named is 100 and the other two under 50 each. I am of the opinion that a very great improvement can be made in the educational department in this Sub Dist.

VII  From observation & information I believe that a very good improvement can be made in the Marital relations of the freedmen, the civil authorities pay no attention in these matters between the persons
