I have the honor to submit the following Report. During the month I have visited eight Plantations. 

On the Plantation of Mr Price are 14 hands, employed. this is one of the best conducted places in the District. the freedmen on this place are generally well informed, as to their duties and priviledges as citizens. 

Mr Beegh employs 12 hands, with two or three exceptions they were entirely ignorant, of the rights of citizens. Mr Oriens, employs 6 hands, one or two of them were well informed. Mr. Rossa, employs 5 hands who were tolerably well informed. Mr Russell employs 4 hands, their knowledge was very limited. Mr Thomas 4 hands but one or two of them had any idea of their obligations, as citizens. Mr Galliday employs 24 hands. They possess a fair amount of information some of them expressed surprise, that they were  taxed for guns
