Bureau of Refugees Freedmen & Abandoned Lands Office Sub. Asst. Commissioner Sub. Dist of Woodville Woodville Miss Sept 4th 1867 Col. H.W. Smith Asst. Adj. Genl B.R.F & A.L. Vicksburg Miss Colonel I have the honor to state that in compliance with General Order No 16 Head Quarters 4th Mil. District Vicksburg Miss June 29th 1867, I have visited since my arrival in this sub district fifteen plantations, and instructed the freedmen on the same in regard to their rights, duties and privileges as free men and citizens. Most all had already registered their names. I also conversed daily with freedmen who came from different parts off the Sub. District and in most instances have found them fully informed as regards registering and the privilege which is conferred by it. Not a single instances has come to my knowledge that attempts had been made to prevent the freedmen from registering or throwing
