VIII 
The disposition of the whites towards the freed-people is entirely satisfactory. Freed-people being prefered for labor generally. No complaint, with the exception of one or two which were duly considered and acted upon.

IX 
Complaints and outrages, I have none to report.

State laws are administered justly, as far as my observation.

In compliance with circular No 10 dated Office Dist Commissioner for the state of Miss Vicksburg Miss Aug 10 1867, I have the honor to report in compliance with Genl Order No 16 Hd Qrs 4th Military Dist dated Vicksburg Miss June 29th 1867 and Genl Order No. 21 current series from this office. That there is not a plantation in the Sub Dist. of Pass Christian Miss to my knowledge. In regard to registration they are instructed fully by me that "by registering and voting they incur no additional liabilities as regard taxation or military service."
