[[left margin]]State laws - how administered in cases affecting Freedmen[[/left margin]]
The State laws so far as my knowledge extends, are administered justly in cases effecting freedmen, except in some instances.   I have heard of freedmen being arrested for a violation of contract, and taken back to their employers under the State laws and the freedmen compelled to pay all expenses of such arrests, these reports come from white people, there has been no complaints of this kind made to me.

There is great need of schools in this Dist. I think there could be no difficulty in the establishment of a school, at this place, provided a suitable house & teachers could be furnished the freedmen.
