In compliance with Instructions from Asst Commissioner State of Miss. dated Vicksburg Miss July 25th 1867 I have the honor to submit the following report relating to the freedmens affairs in this Sub. District

1 The number of freed people in this Sub. District is about Eight Thousand, of these Two Thousand Two Hundred and Seventy four have registered their names.

2 Their condition in most Localities is good, and far better than in most other counties there is less destitution among this class here than is usual in other districts. As a general rule they have been Employed at fair wages or proportion of the crop for which they worked. In some instances however they have not been as fairly dealt with as they have deserved and their wages and portion of the crop have been withheld without
