8 the disposition of the whites toward the freed people is generally good. there are however exceptions to this rule, and a prejudice exists in some localities by no means justified by the conduct of the Colored people

9 Complaints and outrages are not usually of a serious nature and consist in most cases of minor matters arising from prejudices against color and caste or want of faith in both parties

10 State Laws are administered usually in a just manner so far as the freedmen are able to avail themselves of their provisions, but a strong prejudice exists in many cases and operates in many cases against the freedmen and greatly to their disadvantange
Many contracts have been annuled by planters since the Organization of the Union Republican Club, as the colored people have frequently left off their work when they liked it during week days to attend to meetings of the club as they said. the planters have become dissatisfied with the freedmen for neglecting their work when the crop required all their time. Some refused to give the freemen any rations, others have discharged their hands, as their contracts only give them part of Saturday and Sunday. I have regulated the matter so far as I could and meetings will in future be held only Saturday Evenings, but planters look with strong suspicion and distrust on the club.
