the 3d. to the 24th of August, but few complaints were heard by me, and as no record was kept of those made during my absence, my report of complaints is not as full as desirable. Most of the complaints heard since my return were with regard to settlement of accounts, all of which were arranged in this Office. No outrages reported. A few complaints as to the marital relations of freedmen.

[[left margin]] Civil Officers [[/left margin]]

Civil Officers are not efficient in the execution of State Laws, especially where freedmen make complaints. 

[[left margin]] Requests assistance in procuring teachers [[/left margin]]

It is especially requested that assistance be rendered the freedmen of the Dist. in procuring Teachers for schools. It is desired to open a school in the town of Brook-Haven as soon as possible, at which from a 125 to 175 children and Adults will be obtained, and there is no means of procuring teachers at present, within reach of the freedmen, themselves, or of the Sub. Asst. Com. Other places at which it is desired to establish schools will be reported upon, after tour of investigation, to be made in the beginning of September, by the Sub. Asst. Com. owing to my absence
