In compliance with circular No 10 from your office of Aug 10th 1867, I have the honor to report the following - Since receiving the order to which your circular refers, I have strictly complied with them, except when prevented by sickness. Prior to receiving circular No 10 requiring a report in detail, I had visited a number of Plantations in various parts of the Sub. Dist instructing the Freedmen in regard to their rights liberties and priviledges as Freemen and citizens, but without a view of writing a report. And will therefore not mention them in detail. Since then I have visited nine Plantations in the vicinity of Eulogy varying from ten to fifteen Freedmen. On Honey Island twelve, varying from fifty to a hundred.
