will be realized - there will be a sufficiency to satisfy the laborers claims in a great majority of cases where the negro's have labored industriously they will be well repaid. 

In a great majority of the instances of dissatisfaction the cause may be traced to the efforts made to call the negroes together for Political purposes they are told if they do not attend they will be fined the employer naturally objects and "docks" their wages dissatisfaction ensues troubles and discontent arise. Planters & negros flock to the Bureau for Redress - so far we have adjusted those trifling difficulties with but little trouble but there can be no doubt of the demoralizing effect of those frequent meetings where negros are called to attend & in attending these meetings they violate their contracts

I remarked in my last Report that the provisions furnished for supplies to destitutes were exausted [[exhausted]] by the July issue

The Schools within this Dist are all doing well, with but one or two exceptions they all [[carried?]] their schools last month

I may here state that another reason for my not visiting the plantations
