Colonel, 

I have the honor to report in accordance with Paragraph 1. Circular Order No. 10, Bu. R.F. and A. Lands, Office Asst Commissioner, Vicksburg, Miss, dated Aug. 10th 1867 that my duties as post commander and the charge of my company, has prevented my visiting the plantations in this Sub District. I have spoken to the freedmen coming to this office regarding their duties and privileges, there has been no effort as far as I can learn on the part of employers to interfere with their laborers registering.

I am unable to state definitely regarding the amount of information possessed by the freedmen, on the subject of registration, and voting, I believe however that the majority have registered and understand the object of the certificates in their possession.
