In compliance with Cir. 10 c.s. Office Asst. Comr. B.R.F.and A.L. State of Miss. I have the honor to make the following report of the number of Plantations visited by me under provisions of Genl Order No 21 c.s. Office Asst. Comr. State of Miss. and the effects produced upon the Freedmen by my visits, also the information possessed by the Freedmen upon their political rights, and duties as Citizens, and especially in regard to registration. As Cir. No 10 c.s. be. reached me subsequent to the visits I made under Genl. Order No 21. c.s. be. I did not keep a detailed record in each particular case or visit, and can therefore only give general information in regard to the effects my visits produced and the information [[strikethrough]] my visits had and [[/strikethrough]] Freedman possessed in regard to registration and their political rights and duties. I can say that in every visit I made I was explicit in my remarks as I was capable of, and Freedman seemed to understand to a great degree after my remarks, their political rights and duties as Citizens.
