[] Their condition & how they have been paid for work []
The Freed People of this District to whose knowledge the recent Genl Order No 31 from the office of the Assistant Commissioner has come, feel much elated over the prospect of their receiving aid from Government in the collection of their claims. Whether the planters will endorse the provisions of the order I am hardly able to state as I have not, as yet conversed with a sufficient number to get a correct opinion of the masses but shall endeavor in compliance with recent orders to visit plantations in this Sub District.

III
[] Nature of Contracts for present year []
The nature of the Contracts are as previously reported, mainly for a share of the crop.

IV
