sition shown towards the freedmen is kind and generous There are but few complaints from the large Plantations, but there is a lower class of the whites consisting of men that are formerly overseers, and poor class of ignorant men and not responsible before the law for their actions as they have nothing that can be got hold of - that treat the Freedmen badly and public opinion permits it.

The number of complaints and outrages has been unusually large during the month of Aug. Then were two Miss. meeting held during the month and people were in from every part of the Sub Dist. in those two days over 40 complaints were made which I found it impossible to keep record of. I processed 17 complaints - many of the whites also come to me to settle difficulties that arise on the Plantation. The whole number of complaints during the month has been sixty eight = (68).

The manner of administering the State laws by the civil authorities is not satisfactory. The magistrate of Yazoo City has refused in several instances to act The greatest indifference and carelessness is evident in many instances
