I have the honor to submit the following Report in accordance with the requirements of the Circular of the Assistant Comr. under date of July 25. 1867.
[[left margin]] Population 18.000 [/left margin]] I. There are about (18.000) Eighteen Thousand Freed people in this Sub. District.

[[left margin]] Tendency to Towns & Cities Many Without employment - Much suffering [/left margin]]
II. There is a strong disposition on the part of the freed people to congregate in the Towns & Cities and the City of Natchez is crowded to overflowing and as a natural consequence of this state of things, there are a great many without any employment or means of support. among this class there is considerable suffering.
