I have the honor to forward the following report in accordance with Cir. Letter dated July 25th 1867. Office Asst. Com. Vicksburg Miss.

[[left margin]] Condition varies some better paid than others, all cases of supposed unfair dealing investigated [[/left margin]]

The condition of the freed people varies some are getting along very well, others are not so fortunate; there is some complaint about being paid and I find a disposition on the part of some Employers to deal unfairly with their Employees: all complaints of this nature are closely investigated.

There are a variety of contracts, some for stipulated wages, some for half, and others for a third of the crop.
