In complyance with existing Orders I have the honor to submit the following monthly Report "Letter form."
The number of Freedmen in this Sub. Dist. is believed to be about Fifteen Thousand (15000)
Their condition is fair as a rule - (there are exciptions however) Some by misfortune & some by the dishonesty of their employers - have failed to recover proper remuneration for their labor - & Others again by indigence & idleness have failed to earn a subsistance & are therefore more or less destitute. This I think has occurred most frequently where they hve been working for a share of the Crops. Many complaints have been made by Planters - that Freedmen are neglecting work running to town &c. not working more than two or three days in a week while the Cotton is wasting & the weather good. & great fear is
