Lieutenant,
I have the honor to transmit herewith a report of the operations of the Bureau in this Sub District for the month of October 1867. as follows.

I.

The number of freedpeople is about twenty thousand. 20000.

II.
[[left margin]] Their condition How paid &c [[/left margin]]
It is believed that their condition is better than it could reasonably have been last year. They are more substantially and comfortably clad and do not present that dilapidated apperance so common one year ago. Evidence sufficient that if honestly delt with, they will most certainly better their condition

III.
[[left margin]] Nature of contracts for present year [[/left margin]]
Their contracts for this year, almost without exception, are for a fraction of the crop, generally for a fourth but in some instances for a third

[left margin]] No of sick, old or infirm suffering from want [[/left margin]]
There are no sick, old or infirm suffering from want. But one case of destitution from inability to earn a support has come to my knowledge and it was refered to the Board of Police, as is proper subject for can and support by the County.
