In compliance with existing instructions I have the honor to submit the following [?], relating to the condition of this Sub Disv for the month ending October 1867.

II The number of Freed people in this Sub Disv. is about nine thousand. 

[[margins]] Their condition and how paid for works [[margins]]

IIII Their condition has not improved much since my last report as they have no field for much improvement owing to the destruction of the cotton crop by the worm, consequently the will not be able to pay for the clothing and provisions they have used in a great many cases. Those who have made contracts for wages by the month are generally paid half wages and due bills are given them [?] able when the crop is sold.

IIIIII The majority of contracts however have been made for a share of the crop. Some are supplied everything [?] food, learn implements and receive one third, others bear half the expenses and receive half of every thing that is raised on the place
