[[left margin]] Complaints and Outrages [[/left margin]]

IX Complaints are very numerous, more so this month, than it has been here before, most of them from freedmen who have been turned off on slight pretences with out receiving any compensation whatever for his labor. All cases that have come up however I have been able to settle them without any difficulty Some few outrages have been committed but they have all been tried befor the Civil Courts. Some complaints after examining into them I find groundless in some instances they make them without the least foundation

[[left margin]] State Laws; how administered in case affecting freedmen [[/left margin]]

X State Laws are executed with impartiality in cases affecting freedmen. Although there is in some cases a prejudice against the freedman which time alone will do away with. Many Planters have delayed in selling last years crop which has prevented the freedmen from seeking employment elsewhere. Steps should be taken to compel the Planter to settle on the last of the year so as to give the freedmen an opportunity of contracting elsewhere
