I have to Submit the following report of Affairs in this district for the month of October 1867.

I have visited thirty Six plantations and farms in this district during the month, the plantations are Small and working but few freedmen. I found that twenty hands was the largest number working on any place, the freedmen appear to understand their rights and privileges but are afraid to exercise them. they are evidently under great fear of the white citizens so much so, that they will not make complaints when white citizens are present, the presence of an officer has been of great benefit to the freedmen and the effect upon the whites has induced them to more considenate in their dealings with the blacks. 

The case that was pending at the close of last month, was the complaint of Lewis Slaughter who applied to this office for assistance in getting his pay from Thomas
