According to instructions contained in Circular Letter of July 25th 1867, I have the honor to submit the following report. for the month of October

First (1st)
[[left margin]] Number of Freedpeople in the Sub Dist [[/left margin]]
According to the census of 1866 there are 3769 freed people in the Sub District

Second (2d)
[[left margin]] Their Condition [[/left margin]]
Their condition is generally good. They are in most instances paid for their labor. Some Complaints have been made against employers

Third (3d)
[[left margin]] Nature of Contracts [[/left margin]]
The Majority of the Freedmen are working for a Stipulated portion of the crop.

Fourth (4th)
[[left margin]] No of Sick, infirm or Suffering from want [[/left margin]] 
I have knowledge of but few Suffering from want. There are eight (8) freedpeople who are supported by the pauper fund in the County

Fifth (5th)
[[left margin]] No of rations issued to what class of people [[/left margin]]
There were no rations issued during the month of October

Sixth (6th)
[[left margin]] Schools & their Condition [[/left margin]]
There is but one School in this Sub Dist for freed-people and it is in a languishing
