portion of the people in this Sub-Dist. seem kindly disposed towards the freedpeople, are in favor of educating them both morally and intellectually, there is a class however that oppose all measures of this kind, and advocate keeping them in ignorance and degradation as in the days of slavery.

There has been no abuses of a serious nature reported during the month, except in the case of freedman Patrick Henry Walker of which I made a special report to your Head Lrs. and will make a report of my investigation in the case in a few days.

I know of no instances in which the State laws have not been administered justly in cases effecting freedmen during the month.
