VIII Upon this point I have see some reason to fear that the good reputation this county has hitherto enjoyed in reference to the treatment rec'd by the colored citizens, arose more from the lack of reports than any specially good behaviour.

[[left margin]] Administration of State Laws [[/left margin]]
X    The trouble here is not so much at present, the maladministration of the law as the lack of any administration thereof. The Judge of the County Court a consumptive, now lying at the point of death, has been absent for months and when here has been unable to attend to business, consequently many cases are still undecided that should have been settled long ago.
This has caused some real suffering among Freedmen having cases on the Docket. 
I beg leave to reiterate my request for assistance: I can not do Justice to the business of this office alone.
