Lieutenant,
I have the honor to report in compliance with Par 1. Cir. 10. c.s. from your office, that during the past month I visited (21) twenty one plantations, I found that in general the freedmen understand pretty well the nature of registration and of a vote, and in cases where they did not I endeavored to instruct them. I think the effect of my visit will be that every man I saw will vote in spite of any attempt to cajole or prevent him. I am, Lieutenant,
