I have the honor to report in accordance with Paragraph, 1, Circular Order, No" 10. dated Office Asst Comr Bu. R. F. & A. L. Vicksburg Miss, Aug. 10th 1867, that my duties as post Commander, and the harge of my company, have prevented me in person from visiting the plantations during the month, excepting under special instructions, which were properly reported to the Ast Commissioner. Mr Huggins the agent and myself have spoken to the freedmen Coming to this Office, regarding their rights and privalages, there has been no effort as far as I can learn on the part of employers to interfere with their laborers registering and voteing. As a generality the freedmen of this sub district, understand the rights and privalages acorded them upon the aubject of voting, and I beleive the majority of the freedmen have registered and understand the object of the Certificate in their possession.
