I have the honor to make the following report of Complaints and outrages investigated by me during the month of October 1867 [[left margin]] Complaint No 1. [[/left margin]] Isabella Johnson (col'd) complained that Thomas Tates (white) refused to pay her for four months and seventeen days labor at $10.00 per month. I investigated complaint no written Contract between the parties, effected a settlement, and Isabella $43.35 for which she accepted one bill from Tate payable December 25th 1867. [[left margin]] No 2. [[/left margin]] [[Ceipia?]] Turner(cold) complains that Henry Higgins (white) refused to settle with him for his services rendered Higgins in 1866.
