In compliance with Par. II Cir. 10. c.s. Office Asst. Coms State of Miss. I have the honor to make the following report of Complaints and outrages investigated by me during the month of October 1867

[[left margin]] Complaint No 1. [[/left margin]] 
Isabella Johnson (col'd) complained that Thomas Tates (white) refused to pay her for four months and seventeen days labor at $10.00 per month. I investigated complaint no written Contract between the parties, effected a settlement, and Isabella $43.35 for which she accepted one bill from Tate payable December 25th 1867.

[[Ceipia?]] Turner(cold) complains that Henry Higgins (white) refused to settle with him for his services rendered Higgins in 1866. Investigated complaint and accounts and found nothing due Turner. Dismissed the complaint.

Randell Lewis (col'd) complained that Wesley Nesbett (white) drove
