however, has laid an injunction against any crop being removed from the land, where last year's wages have not been paid, but, in some cases, the land was last year rented to irresponsible parties, who, through intentional fraud, want of capital, or from having made but a small crop, failed to pay their hands and have left this County. Where it is found possible to obtain settlement for last year's wages, it will be surely effect by the Agent.

III. The Contracts for the present year are of two descriptions; the one provides for the laborer to receive rations &c., and a share of the crop; the other provides for rations &c., and payment of wages at the close of the year. I have the honor to transmit herewith a copy of each (marked Exhibit A) and also the draft of a proposed contract for general use in the ensuing year (marked Exhibit B) which is respectfully submitted for your consideration. After such amendations as may be made, if returned to me, I would cause a number to be printed, and circulate them accordingly. Permit me also to suggest that in cases where contracts may hereafter be made that the laborer receive a share of the crop, a small paper cover book be furnished to each, in order that whatever articles they may draw from the planter, shall be at once entered therein, with the price, with the view to present gross frauds in overcharging, and charging for articles which the freedpeople declare they have never received; and in cases where they may receive wages, then that they be supplied, at the close of each day's work, with a card with the amount printed in conspicuous figures,
