Captain, 
I have the honor to transmit herewith my Report, in compliance with Circular Letter dated Vicksburg, Miss: July 25, 1867, accompanied by Exhibits A. B. & C.

You will notice therein my request that I may receive an appointment as Magistrate or Justice of the Peace for Beat No 1, in order to enable me to marry the poor freedpeople without charge, thereby saving them a fee of Five dollars, and consequently promoting the cause of morality among them.

May I respectfully ask your kind personal attention to my request, as the dignity of the Bureau will be thereby enhanced, and much good otherwise effected.
