by freedman, a majority of these complaints, arise from questions as to last year's crop and labor, and upon investigation many were found where great injustice was  attempted against the laborers. 

In submitting cases of this character to arbitration for settlement as required by Genl Order No 31 from Office of Asst Comr for the State of Miss. C.S. I have found one only where they have agreed upon the settlement, all of the others have come to me for a second hearing.
