I herewith transmit my Report for the month of October, in accordance with the requirements of Circular Letter of the Assistant Commissioner, bearing date July 25th 1867.

I Since my last report, the county of Jefferson has been attached to this Sub. District. There are now about Twenty Eight Thousand FreedPeople in this Sub. District.

II The disposition to congregate in Towns and Cities is very strong, and since my last report, even; Natchez must have had several hundred added to her already overflowing population - The condition of this population is much worse than one month ago, the applications for relief are quite numerous, and the next thirty days will develop a vast amount of suffering and want - In most instances, freedmen have been paid according to contract-
