Number of freed people in the Sub-District According to the Census of 1866 taken by the Tax Assessor of the County there are 11.632 blacks but there has undoubtedly been a decrease caused by deaths and removals of at least 1,000 the present number may be estimated at 10,632. Sec II. Their condition and how they have been paid for work Their condition is much better than it was at this time last year. They have been paid reasonably as a general thing for their work, and have a supply of corn on hand enough to answer their demands - even in the absence of future assistance under contracts for the next year, -anticipated, ofor at least twelve months.
