I am unable to state the number of sick, old  or infirm. I think there is comparitively little suffering from most.

Two schools at Jackson and one at Terry are reported for Freedmen. They are orderly and well conducted

The Marital relation of the Freedmen does not warrent altogether a flattering report. There seems to be a great disposition among the young Freedmen to marry but they like to have two or three wives  there are a great many family difficulties and wranglings reported.

There is little disposition shown by the White people to encourage the Freedpeople in improving themselves mentally or morally. as good servants they are treated considerably there is no interest manifested in the amelioration of their condition  The whites have not the confidence of the colored people

In most cases the State laws are administered impartially.
