Sir: - I have the honor to forward the following Report, relating to operations, &c. in the Sub. Dist. of Louisville, Louisville, Miss. for the month ending on the 31st day of October 1867.

I. Number of Freedpeople in Dist.  4,000.

II. Condition of Freedpersons, - Fair.

III. Nature of Contracts, for 1867, Bad
Many are working for 1/5th and 1/6th of Crop, others, 1/4 and subsistence provided. - others are working for 1/3 of crop, and  find their own food, the leading, or principal Contract, is 1/4th subsistence provided. - A few have worked during the  year without making any agreement. There is nothing definite, nothing satisfactory to me in any Contract, I have met with in my charge.
