In obedience to Circular No 10. dated office Asst Comr for State of Miss. Aug. 10th 1867. I have the honor to submit the following. During the present month I have visited some twenty-seven (27) plantations, and such Towns and villages that I had not previously visited, I find some few freedmen that have not registered from the fact, they did not know the time or place to meet the Board of Registration, most of them seem to take a lively interest in the coming elections, but many of them do not understand the difference, between Republican and Conservative, some of them informed me they should vote the Conservative ticket, when I explained the difference between the political opinions the two parties they seemed quite surprised, stated they had been imposed on by white people &c. I find there is a strong effort being made to influence the colored vote, deception and misrepresentation are being used for the purpose. I hear nothing more of the report among the freedmen
