Lieut. I have the honor to make the following report of business transacted at this Sub Dist during the month of October 1867. The complaints have been very numerous, many are of a very trivial nature, and no note made of them; those of importance will be reported in full. Complaints are now being made from rented plantations of attachments on the crops for the rent. I have invariably stoped the removal of the crop untill the time when it should be ready for market if the freedmen were at work for a portion then takeing their portion, and seeing that they got all due them if so deserved, or allowing them to take all due them and dispose of as they choose: if they were at work for stated wages, have obliged the attaching party to give good, and sufficient security for the payment
