Marital relations among the Freedpeople are improving for the better, it is generally understood by them that they must get married according to Law, and not live together as in former years.

[[left margin]] Treatment of Blacks by the Whites. [[/margin]]
Much prejudice exists among the more ignorant class of white Citizens towards the Blacks, especially in consequence of Freedmens newly acquired political rights, and were it not for the fear of the Military Authorities and Freedmen's Bureau the treatment of the blacks would be worse than during Slavery times.

[[left margin]] Complaints & Outrages. [[/margin]]
As regards Complaints and Outrages I respectfully call attention to that Report herewith transmitted. There are more complaints made than I can possibly investigate and they are daily on the increase most of them for Money due, or a settlement of Contract, or being driven off from their Crop.

[[left margin]] State Laws how Administered. [[/margin]]
State Laws are administered with more instress to blacks of late by the authorities, from all I can learn Circuit Court does not meet here till February next, when I will be able to Report more.
