I have acted strictly in accordance with instruction received from Asst. Coms. under date of Oct. 22" 1867.

Crops are being gathered rapidly, good Crops of corn have been grown, and about three fifths of a Crop of Cotton, prospects for Planters for the coming year are gloomy, in consequence of low price of Cotton, and many who have planted this year, will have to abandon planting for lack of means.
