VIII With few exceptions the Whites are kindly disposed towards the freedpeople as servants and laborers. They are usually bitter against them as enfranchised citizens

IX I have no complaints of Outrages to make save to mention the case of Jas. Berry who detains the children of the freedwoman Nolan - I have received the complaint in this case from War Dept [[strikethrough]] with [[/strikethrough]] through your office with instructions from General Howard to return these children to the mother. I have twice reported that I am unable to do so without military assistance - and have requested one non com officer and five men - and will be obliged to return the papers to War Dept with such endorsement.

X I have at present no complaints to make relative to the State laws as administered towards freedmen
