I have the honor to submit the following report of the operations of this office for the month of October, 1867.

As there has been no material change in the number of freed people in the sub district since my last report, the ultimate (5,500) therein contained has not been altered.

As a general thing, the condition of the freedmen is improving resulting from industrial habit and commendable efforts in their part to maintain and support themselves. They are becoming more frugal and diligent, as experience teaches them.
