In compliance with "Circular Letter" dated B. R. F. and A. L. Office Asst Comr for the State of Miss V.Burg Miss July 25" 1867. I have the honor to submit the following report of the operations of this Office on the subjects required for the month of October 1867.
1. Probable number of freedpeople in this Sub Dist about (5.000) Five Thousand, as near as I am able to estimate.
2. Their condition, and how paid for services: Many are industrious and frugal, while others are inexcusably idle and slothful. Some of the latter manage to exist by fishing hunting &c. Those who labor for hire are generally satisfactorily paid; Although this Office is sometimes resorted to by persons who are unable to obtain satisfaction either from their employers, or the civil authorities
