10. State laws: are seldom resorted to by freedmen, except in criminal cases. There is a general belief among them that the interests of the freedmen will not be equally considered in cases tried by the civil courts in which white men or their interests are involved. This opinion they appear to have formed from experience.
Under the operation of "Circular" No 44. dated B.R.F. and A.L. Office Asst Comr for the State of Miss VBurg Miss Oct 11" 1867 the counties of Perry and Green were attached to this Sub Dist.
