The administration of the State law of exemption is but indifferently extended to freedmen. This is in part attributable to the ignorance of the freedmen as to their rights under the law and as to the proper steps necessary to secure the benefit of the law. There is also a disposition to enforce rigidly the law requiring persons to obtain a license to carry arms but to be lax in the enforcement against white persons.
