In compliance with "circular letter" from your office dated July 25th 1867, relating to monthly "Personal Reports," I have the honor to submit the following.

I. There are 5764 freedmen within the limits of my Sub Dist - which embraces the county of Kemper.

II. Their condition is improved, and most of them have a pleenty [[plenty]] to go upon & have entered into contracts for the year 1868 for a fair share of the crop, or wages averaging from $50 to $150, & found.

III. The nature of their contracts has varied, but the encouragement for both men & women under contract, is better than last year, and we have very little troble [[trouble]] in adjusting claims & settling accounts. 

IV. We have very few aged & infirm, some 20 were reported by the assessor but these as yet, have been provided for by their kin folk, and we hope not to be compelled to report a single case as asking alms of the Bureau -
