(d) Plane, engine or pilot being in an unsatisfactory condition to compete, having due regard to safety of plane, engine, pilot or mechanic or public, or other contests.

(e) Unfair or reckless competition; resorting to methods in competition that are unsportsmanlike.

(f) Disobedience of F.A.I. Rules or N.A.A. Rules, or the published Rules of the National Air Races or the Department of Commerce Air Traffic Rules and Regulations.

(g) Authority is vested in the contest directors (Referee, N.A.A. representative and operations chief) of the National Air Races to reject or exclude entrants in any race or races which in his mind are overcrowded.  In the exercise of such authority, selection will be made in the order of the entrant's qualifying speed. Those to be rejected will be the entrants with the lowest speed in the qualifying race for that event.

3.  The right to exclude any contestant in any event is vested in the contest directors of the National Air Races, and will be exercised at the starting point of any of the races.  The referee will act for the directors in exercising this authority.

K - Markings on Planes

1.  Each plane shall have a racing number assigned to it by the Contest Committee, which number shall be assigned in the order of receipt of entrants.  However, if you have a number painted on your ship, the Contest Committee will assign that number to you, if possible.  Same shall be painted by the contestant on the bottom of the lower right wing and on each side of the fuselage, clear of the wing, in characters as large as possible and in highly contrasting colors.  It shall have no other numbering over 12 inches in height.

2.  Should a contestant desire to have a racing number painted on his ship at the Cleveland Airport, same shall be done at his expense; National Air Races assume no responsibility for this work.  A painter will be at the disposal of contestants at the Cleveland Airport at reasonable rates.

3.  Entrants will be permitted to have advertising on their planes, provided that such advertising does not in any way obscure the racing number or the Department of Commerce number, and meets with the approval of the Contest Committee.

L - Protests

1.  The right to protest is possessed by contestants only; the proper officials of the National Air Races, however, may always act by virtue of their office, even when no protest has been filed.

2.  Protests will be considered only when presented in writing and accompanied by the sim of $10.00 which amount shall be returned only if the protest shall be deemed to have been well founded, or if so directed by the Contest Board of the National Aeronautic Association.
