General Rules and Regulations Governing All Events 
1937 National Air Races

A--GENERAL
  1. Complete authority over all competitive events at the 1937 National Air Races is vested in the National Air Races Contest Committee. This Committee will consist of the following:

    Referee and Technical Committee Chief
    Program Chief
    Chief of Operations
    Chief Starter 
    Chief of Field Service
    Chief Judge
    Chief Timer
    Entry Chief
    N. A. A. Contest Board Representative
    Department of Commerce Supervisor
    Managing Director, National Air Races

  2. Included in the authority of the National Air Race Contest Committee is the right to interpret all rules and regulations and make changes in the rules and regulations when, in their opinion, changes are necessary.

  3. Seven members at any meeting shall constitute a quorum. 

  4. Three Contest Directors shall act for the Contest Committee when it is not in session. (Pilots may appeal from the decision of the Contest Directors to the National Air Races Contest Committee.)

  5. The three Contest Directors will consist of the following: 

    Referee and Technical Committee Chief
    Program Chief
    N.A.A. Contest Board representative.

  In all cases these Directors will act in consultation with the Chief of Operations and the Department of Commerce Supervisor for the Races.

B--AIRPLANE ELIGIBILITY--FREE-FOR-ALL

  1. Airplanes with any type of Department of Commerce license shall be eligible for entry in free-for-all races.

  2. Foreign built airplanes are eligible to enter in free-for-all races if the airplane is inspected and carries the racing permits issued by the Air Ministry of their respective governments.

  3. License cards must be prominently displayed in all airplanes entered in order to be eligible to start in any race entered.
    
  4. Any type of motor with or without supercharger may be used, subject to approval of the Contest Committee and provided the airplane entered is eligible for the type of license displayed.

  5. Airplanes entered in the Bendix Trophy Race must carry suitable blind-flying equipment. In case of question on this point, the Contest Committee for the Bendix Trophy Race will decide whether, in their opinion, the airplane is suitably equipped and therefore eligible. The Contest Committee for the Bendix Trophy Race strongly recommend the use of gasoline dump valves and two-way radio.

  6. The Contest Committee reserve the right to inspect or check the characteristics and condition of any airplane entered. Entrants are required to answer under affidavit all questions listed in the official entry blank regarding airplanes entered.

  7. Speed Trials will be held and contestants must compete and qualify in these Speed Trials in order to be eligible for the closed course races.

    (a) Motors with 397 cubic inch displacement or 
        less, entered in closed course races, must 
        make a speed of 175 miles per hours or more 
        in the Speed Trials.

    (b) Motors with 549 cubic inch displacement or 
        less entered in the closed course races must 
        make a speed of 200 miles per hour or more 
        in the Speed Trials.

    (c) Motors with more than 549 cubic inch 
        displacement (unlimited) entered in closed 
        course races must make a speed of 225 miles 
        per hour or more in the Speed Trials.

  8. If, because of motor trouble, a pilot fails to qualify in his first attempt, he will be given another opportunity to do so at a time designated by the Contest Directors. If, in his second attempt he is able to qualify, he will be allowed to compete in the qualifying races providing there are less than ten starters, but he will have to start in last position.

  9. The Speed Trials for all airplanes entered in the 397, 549, and unlimited cubic inch displacement groups not entered in the Bendix Trophy Race will be held on Wednesday and THURSDAY, SEPTEMBER 1ST and 2ND. The Speed Trials for all airplanes entered in the Bendix Trophy Race will be held during the mornings of SEPTEMBER 4th and 5th. All airplanes must qualify during the periods designed to be eligible for the closed course races.

  10. NO AIRPLANE WILL BE ALLOWED TO COMPETE IN THE CLOSED COURSE RACES UNLESS IT HAS MADE THE MINIMUM QUALIFYING SPEED OR BETTER FOR THAT CUBIC INCH GROUP DURING THE TIME SPECIFIED FOR THE SPEED TRIALS. THERE WILL BE NO EXCEPTION TO THIS RULE.
