not only mailing them to read but of imparting at the same time such particular practical information on their rights and duties and their relationship to the white race generally, as is of the most imediate use and practical value to them, might prove a very useful auxilliary measure to elevate them in a reasonable length of time to that standard of knowledge as a class, without which they will - particular, by when the protection and advice of the Bureau [[wanes?]] - yet remain for some length of time the victims of local prejudices and of the evil designs of dishonest and corrupt whites, in spite of all the rights bestowed upon them. 
Within a few days I hope to be in possession of sufficient data to fill the Blanks lately receives as "Report of School District Superintendent."
